Sample documents
Two public meeting agendas, remediated as unsolicited samples. The City of Cameron and the West Travis County Public Utility Agency are not clients and have not reviewed or endorsed this work.
Passing veraPDF’s automated PDF/UA-1 checks means the file passed the rules a machine can verify. It does not mean the file is fully accessible: veraPDF has passed files whose images carried placeholder descriptions like “image 1.”

Cameron: full checks, tools, and limitations
- Document
- Special council meeting agenda, City of Cameron, September 8, 2026. Two pages. Published as a scanned image.
- Original issue
-
- Image-only scan: no text could be selected, searched, or read aloud (0 words extractable).
- No tags, no document title, no language setting.
- Failed 6 of veraPDF’s PDF/UA-1 rules, including “content shall be marked as artifact or tagged as real content.”
- Work completed
-
- Added a recognized-text layer (OCR), which made 590 words available to search and screen readers.
- Added tags, the title “City of Cameron City Council Agenda, September 8, 2026,” and the language (English).
- Marked the full-page scan images as decorative, so the text is not announced twice.
- Corrected the spoken text of seven passages, including the meeting notice, the public hearing item, the tax ordinance item, the posting certification, and the City Secretary’s name.
- Marked four handwritten marks as decorative. The tagger had labeled two of them as headings.
- Automated checks performed
-
- Passed veraPDF’s automated PDF/UA-1 checks (veraPDF 1.30.3, run October 24, 2026).
- Both pages rendered and compared with the original: 0 changed pixels.
- Manual checks performed
- I compared OCR words flagged by the checker (low-confidence words, numbers, and dates) against the scanned image. Seven passages were corrected as a result.
- Known limitations
-
- No headings. The agenda title is tagged as ordinary paragraphs, so a screen reader user cannot jump to it by heading.
- The numbered agenda items are not tagged as one numbered list. Most are separate paragraphs.
- The recognized text has not been proofread word by word against the scan.
- No screen-reader or keyboard test has been done yet.
- No bookmarks.
The tags, as stored
The start of the remediated file’s tag tree. Whole file: 41 paragraphs, 2 lists, 0 headings.

West Travis County PUA: full checks, tools, and limitations
- Document
- Board of Directors notice of meeting and agenda, West Travis County Public Utility Agency, September 17, 2026. Five pages. Published as a digital PDF with selectable text.
- Original issue
-
- No tags, no document title, no language setting.
- Failed 6 of veraPDF’s PDF/UA-1 rules, including 740 pieces of untagged content.
- Work completed
-
- Added tags, the title “West Travis County PUA Board Meeting Agenda, September 17, 2026,” and the language (English).
- Changed the “TO: The Board of Directors…” line from a heading to a paragraph. It is a salutation, not a section title.
- Marked the page 5 signature as decorative. It was stored as seven image pieces labeled “image 1” to “image 7”; the typed name and title below it are read instead.
- Automated checks performed
-
- Passed veraPDF’s automated PDF/UA-1 checks (veraPDF 1.30.3, run October 24, 2026).
- All five pages rendered and compared with the original: 0 changed pixels.
- Text compared with the original: 1,143 words, none missing and none added.
- Manual checks performed
- The tag outlines on all five pages were reviewed against the page images by an AI assistant, which made the two changes above. I have not yet confirmed that review myself.
- Known limitations
-
- Only one heading in five pages: the agenda title. Sections such as “I. Call to Order” are tagged as list items, so a screen reader user cannot move between sections by heading.
- Whether the lettered items under sections V and VI are nested correctly is unresolved and needs a screen-reader check.
- No screen-reader or keyboard test has been done yet.
- No bookmarks.
How these results were measured
- veraPDF 1.30.3, PDF/UA-1 profile, run on the exact files linked on this page.
- Render comparison: every page of the original and the remediated file rendered at 100 dpi and compared pixel by pixel.
- Word comparison: text extracted from both files and compared word by word. Not possible for the Cameron scan, whose original has no text.
- OCR, tagging, and these checks ran on my own computer with open-source tools. The one exception is the AI-assisted structure review of the West Travis County PUA agenda described above.
